Adult Social Care Learning and Development Support Scheme (LDSS)

The Adult Social Care Learning and Development Support Scheme (LDSS) is a government-funded initiative launched by the Department of Health and Social Care (DHSC) in September 2024. The LDSS is designed to help adult social care employers in England invest in their workforce by reimbursing costs for eligible training courses and qualifications for non-regulated care staff, including deputy and Care Quality Commission (CQC)-registered managers and agency staff.

As an experienced and quality-assured training provider, we offer a range of LDSS-eligible qualifications designed to meet the needs of your organisation and your staff.

To claim LDSS funding, employers must:

• Provide an adult social care service in England
• Directly employ care staff in England
• Have an up-to-date account on the Adult Social Care Workforce Data Set (ASC-WDS) – click here

Eligible staff must be:

• Non-regulated care staff, including deputy and CQC-registered managers and agency staff
• Legally employed in England with a UK National Insurance number

LDSS funding cannot be used for regulated staff (such as nurses or allied health professionals), personal assistants, or for training that is part of an apprenticeship.

Employers can claim reimbursement for the cost of eligible training courses and qualifications once payment has been made. The claims process is as follows:

For training courses:

• Claims must be made within 3 months of course completion.

For qualifications:

• Submit a ‘qualification start’ claim within 3 months of payment and commencement (whichever is later) to receive 60% reimbursement.
• Submit a ‘qualification completion’ claim within 3 months of completion to receive the remaining 40%.

Evidence required includes:

• Proof of payment (receipt or receipted invoice)
• Details of the staff member and their employment status
• Evidence of course or qualification completion

The total value of claims per employer is subject to a cap, and the scheme operates on a first-come, first-served basis until the national funding pot is exhausted.

1. Register for the online claims service: Complete the onboarding form via the NHS Business Services Authority (NHSBSA) website.
2. Onboarding appointment: NHSBSA will contact you to arrange an onboarding appointment.
3. Submit your claim: Once onboarded, submit your claims online with the required evidence.
