Course Content
Delivery Model
- Blended learning delivery over a 6-month period.
- A series of 6 live online workshops (delivered via MS Teams).
- Self-directed study and applied workplace activities.
- A minimum of 3 one-to-one coaching sessions with a dedicated Skills and Development Coach.
- Support from a work-based mentor.
- Continuous assessment through a single, integrated portfolio of evidence.
Course Breakdown: What Will Participants Learn
- Month 1 - Foundations of Commissioning for Wellbeing: Learners will explore the purpose of commissioning, key legislative and policy drivers, and the essential ethical values and behaviours that underpin effective, transparent practice.
- Month 2 - Co-Production and Strengths-Based Approaches: This module focuses on the critical role of lived experience, reflective practice, and inclusive, strengths-based principles in shaping commissioning decisions.
- Month 3 - Outcomes-Based & Person-Centred Commissioning: Learners will analyse different commissioning models, understand local outcomes frameworks, and learn how to ensure services are truly person-centred.
- Month 4 - Market Shaping, Partnerships and the Commissioning Cycle: This unit covers the stages of the commissioning cycle, partnership governance, and strategies for effective market shaping and community asset mapping.
- Month 5 - Procurement, Contracting & Performance Improvement: Learners will gain confidence in procurement routes, contracting models, and using data to develop KPIs for robust quality assurance and performance monitoring.
- Month 6 - Professional Development and Final Integration: The final module consolidates learning, helping learners to strengthen their professional identity, understand ethical accountability, and plan for ongoing career development within system-facing roles.

Learners are expected to be working in a relevant sector (health, social care, housing, or community/voluntary services) where they have some exposure to service planning, review, or commissioning processes. No prior formal commissioning qualifications are required.

The Adult Social Care Learning and Development Support Scheme (LDSS) is a government-funded initiative launched by the Department of Health and Social Care in September 2024, which is designed to help adult social care employers in England invest in their workforce by reimbursing costs for eligible training courses and qualifications for both regulated & non-regulated Adult Social Care staff.
